Billing sheet intake

This screen requires a configured Supabase connection (NEXT_PUBLIC_SUPABASE_URL / NEXT_PUBLIC_SUPABASE_ANON_KEY). Synthetic-data coverage for the billing spine (billing_sheets, billing_sheet_rows, change_requests) does not exist yet.
